Solar Panel Planning Permission in Cornwall: Conservation Areas, AONB and Listed Buildings
Most Cornwall solar installations are permitted development — no planning permission needed. But conservation areas, AONB, and listed buildings have specific rules. We break down exactly when you need permission and what the application involves.
The permitted development default
The starting point for solar panels on a residential house in Cornwall is permitted development — meaning you do not need to apply for planning permission. The conditions are straightforward: the panels must not protrude more than 200mm from the roof plane, must not be installed on a chimney or wall (unless the wall faces a highway), and must not be on a listed building. If your property meets these conditions and is not in a conservation area or AONB, you can install solar with no planning contact required.
Permitted development rights also apply to ground-mounted solar up to 9m² (or a single panel) in a domestic garden, providing it is not within 5 metres of the boundary and does not exceed 4 metres in height. For anything larger, a householder planning application is needed.
Conservation areas
Cornwall has numerous conservation areas — including central Truro, the Charlestown and Falmouth harbours, many mining heritage areas, and dozens of villages and town centres. Within conservation areas, solar panels on "principal elevations" (the wall or roof plane facing a highway) are not permitted development and require a householder planning application.
The practical implication: rear-slope and side installations that do not face the highway are usually still permitted development even within conservation areas. Front-slope or roof-ridge installations visible from the street require planning permission. Applications are generally straightforward for solar, and Cornwall Council has a reasonable track record of approving them where the installation is discreet. The conservation area does not automatically mean no solar — it means more care about which surfaces are used.
Cornwall AONB and National Landscape
Cornwall's Area of Outstanding Natural Beauty (AONB), now officially designated as a National Landscape, covers large areas of the county including the Bodmin Moor fringe, the north and south coasts, and the Lizard and West Penwith peninsulas. Within the AONB, the conservation area rules also apply to solar permitted development — installations facing highways require planning permission. Ground-mounted solar in AONB areas requires prior approval for any size above domestic permitted development thresholds.
Listed buildings
Permitted development for solar does not apply to listed buildings. Any solar installation on a listed property — regardless of which roof surface, and whether or not it is in a conservation area — requires listed building consent in addition to any planning permission. Listed building consent applications are assessed on heritage impact grounds. The key factors are visibility from public vantage points, reversibility of fixing methods, and whether the installation would harm the special interest of the building.
Cornwall has a very high density of listed buildings, particularly granite vernacular houses, mining heritage structures, and coastal properties. Flat roofs and ground-mount
Flat roof installations that keep panels below the parapet are usually permitted development even in conservation areas, because they are typically not visible from the highway. Ground-mounted solar in residential gardens up to 9m² is permitted development outside conservation areas and AONB; within these designations, prior approval (not full planning) may be needed.
