Solar Panel Grants in Cornwall 2026: Every Scheme Explained
From the Warm Homes Local Grant offering up to £30,000 for eligible households to the 0% VAT saving everyone gets, Cornwall homeowners have access to the widest range of renewable energy funding in the UK.
0% VAT on Solar Panels and Batteries
The single biggest financial benefit available to every Cornwall homeowner installing solar — regardless of income — is zero VAT on residential solar panel and battery installations. This has applied since 1 April 2022 and runs until 31 March 2027.
The saving is approximately 20% of the total installation cost. On a typical solar-plus-battery package of £10,000–£13,000, this saves £2,000–£2,600 compared to the previous standard 20% rate. This is not a grant — it is a tax reduction applied automatically to all qualifying residential installations. You do not need to apply.
Qualifying installations: all residential solar panel installations, all battery storage (with or without new solar, since February 2024), EV charger installations. Must be supply AND installation by the same VAT-registered company. Returns to 5% from April 2027.
Smart Export Guarantee (SEG)
The Smart Export Guarantee requires licensed energy suppliers to pay you for every unit of surplus electricity your solar panels export to the grid. It is tax-free for domestic installations. To qualify, your system must be installed by an MCS certified installer — which CCS Heating & Renewables is.
Current best rates (April 2026):
- Octopus Intelligent Flux: ~25p average (32p peak) — best for battery owners
- Good Energy Solar Savings Exclusive: 25p fixed for 12 months
- EDF Empower Export: 18p
- British Gas Export and Earn Plus: 15.1p
- Fuse Energy: ~13p — best no-strings tariff

ECO4 Scheme
The Energy Company Obligation (ECO4) scheme funds free or heavily subsidised energy efficiency measures — including solar panels — for qualifying households. In Cornwall, 45+ approved installers participate and over 2,500 applications have been processed since 2019.
Who qualifies: Households receiving qualifying benefits (Universal Credit, Income Support, Pension Credit and others) with an EPC of D or below. Also available via Local Authority Flexible (LA Flex) eligibility for households spending 10%+ of income on energy, or with health conditions exacerbated by cold homes.
Important: Cornwall Council stopped accepting new ECO4 installers in September 2025. The scheme runs to December 2026. Contact warmerhomes@cornwall.gov.uk to check current availability.
Warm Homes Local Grant
The Warm Homes: Local Grant is a £500 million national scheme running April 2025 to March 2028. It provides substantial funding for energy improvements in owner-occupied low-income homes.
Who qualifies: Homeowners (not renters) with an EPC rating of D, E, F, or G and a household income below £36,000. All fuel types eligible — including oil, LPG, electric.
What is funded: Up to £15,000 for energy performance measures (insulation, solar panels, windows) PLUS up to £15,000 for low-carbon heating (heat pump, solar thermal) — up to £30,000 per household, 100% funded for eligible homeowners.

HEAT Cornwall
The HEAT Cornwall programme is run by Happy Energy Solutions Ltd, which has operated in Cornwall since 1997. It takes a whole-house approach to energy improvement, covering heating upgrades, insulation, solar PV, and heat pumps.
Unlike ECO4, HEAT Cornwall is not limited to benefits recipients. It considers a broader range of factors including income, health conditions, energy costs, and household composition. The programme has experienced very large backlogs due to demand in 2025/26.
Boiler Upgrade Scheme (£7,500 for Heat Pumps)
The Boiler Upgrade Scheme provides £7,500 towards air source heat pump installation. Available to homeowners and landlords replacing fossil fuel heating. No income test. Runs to March 2028.
This grant is for heating, not solar — but solar panels can be installed at the same time as a heat pump and attract 0% VAT separately. Many CCS customers do exactly this for the maximum combination of savings. We handle the entire BUS application on your behalf.
Cornwall Council Green Home Loans
Cornwall Council offers interest-free green improvement loans via Lendology CIC for eligible Cornwall homeowners. These loans can be used for solar panels, battery storage, heat pumps, insulation, and other energy improvements.
Eligibility varies — contact Cornwall Council's housing improvement team or visit the Lendology CIC website for current criteria and available loan amounts.
