Air conditioning in Truro covers two quite different jobs, and it helps to be clear which one you need. This page is about fixed systems for buildings — homes, offices, shops and cafés. Choosing a system for a Truro building

Planning: Truro's conservation area and listed buildings

Since 29 May 2025, a reverse-cycle air-to-air unit on a house that is not used solely for cooling can be permitted development under Class G of Part 14 of the General Permitted Development Order. It has to meet the MCS 020 a) planning standard, including a noise limit of 37.0 dB(A) at the assessment position outside a neighbour's window, with one outdoor unit on a terraced or semi-detached house and two on a detached house. A cooling-only unit does not get these rights.

• Inside Truro's conservation area, which covers the historic centre including Lemon Street, an outdoor unit is not permitted development on a wall or roof fronting a highway, or where it sits nearer a highway than the house — rear yards and roofs out of the street scene are the usual answer.
• Listed buildings — including many houses on Lemon Street and in Ferris Town — have no Class G rights, so the outdoor unit needs planning permission, and pipework or fixings that affect the building's character need listed building consent.
• Shops, offices and other business premises fall outside the householder rules, so we check the planning position for the specific building before quoting.

VAT and grants in Truro

HMRC's VAT Notice 708/6 says most air conditioning units are air source heat pumps, so a permanently fixed unit installed in a Truro home is zero-rated for VAT until 31 March 2027 (5% from 1 April 2027). Portable units do not qualify, and air conditioning installed in shops and offices carries VAT at the standard 20%.

A home can also qualify for a £2,500 Boiler Upgrade Scheme grant for an air-to-air heat pump when the system fully replaces the existing fossil-fuel or electric heating, such as storage or panel heaters. The grant is for residential properties only, excludes new builds other than self-builds, and is claimed by an MCS-certified installer. What to expect from an installation

1. Site visit — room sizes, glazing and heat gains, the outdoor unit position, the pipe and condensate route, and the electrical supply.
2. Planning check — conservation area and listed status for Truro addresses, and the noise assessment for permitted development.
3. Installation by F-Gas certified engineers — refrigerant work on these systems has to be carried out by certified personnel.
4. Commissioning and handover — controls set up, and a servicing schedule for the system.
