Air Conditioning in Cornwall: Cooling and Heating From One System
Ceiling cassette air conditioning in Cornwall is usually specified for shops, cafés, offices and large open-plan rooms, while homes more often use wall-mounted or multi-split units. Almost all of these systems are reverse-cycle air-to-air heat pumps: the same outdoor unit cools in summer and heats in winter. That matters for three reasons. A reverse-cycle unit on a house that is not used solely for cooling can be permitted development under Class G of the General Permitted Development Order, as amended from 29 May 2025. HMRC's VAT Notice 708/6 treats most air conditioning units as air source heat pumps, so a permanently fixed unit installed in a home is zero-rated for VAT until 31 March 2027. And an air-to-air heat pump that fully replaces fossil-fuel or electric heating in a home can qualify for a £2,500 Boiler Upgrade Scheme grant. A four-way cassette sits flush in a suspended ceiling and sends air in several directions at once, which suits shops, cafés, offices and large open-plan rooms where a single wall unit would leave uneven temperatures.

0% VAT on fixed home units
HMRC's VAT Notice 708/6 treats most air conditioning units as air source heat pumps: a permanently fixed unit installed in a home is zero-rated until 31 March 2027, then 5%. Commercial installations are standard-rated at 20%.
Usually permitted development on houses
A reverse-cycle unit not used solely for cooling is permitted development on a house if it meets MCS 020 a), including a 37.0 dB(A) noise limit at the neighbour's window. Listed buildings, and walls or roofs fronting a highway in a conservation area, are the exceptions.
F-Gas certified installation
Refrigerant work on these systems has to be done by F-Gas certified engineers. We commission every system and hand over its controls and servicing schedule.

CCS guide prices: a single-room wall-mounted split system costs £1,500–£2,800 supplied and fitted, depending on capacity (typically 2.5–5 kW), brand and pipe run. Multi-split systems serving two to four rooms are £3,500–£7,500, ducted systems £4,000–£9,000 per zone, and ceiling cassettes for shops, cafés and offices £2,000–£3,500 per unit. Commercial VRF systems are quoted per project. A permanently fixed unit installed in a home is zero-rated for VAT until 31 March 2027; air conditioning installed in business premises carries VAT at 20%.

A ceiling cassette needs enough depth in the ceiling void for the unit and a way to get condensate away — by gravity to a drain or with a small pump — so we check the void and the drainage route before recommending one.

Cooling-only or heat-and-cool?
Choose a reverse-cycle system for a home. A unit used solely for cooling does not get householder permitted development rights, and a system that cannot heat cannot replace your existing heating for the £2,500 grant.
