ECO4
The Energy Company Obligation (Phase 4) — a supplier-funded scheme covering whole-house retrofit including heat pumps for low-income and vulnerable households.
ECO4 is the fourth phase of the Energy Company Obligation, running until 31 March 2026 and likely to be replaced by ECO5 thereafter. Large energy suppliers fund retrofit works at no cost to qualifying households, with a focus on EPC-band D, E, F or G properties.
To qualify, the household typically needs to receive a means-tested benefit (Universal Credit, Pension Credit, Income Support, etc.) or be referred via the LA Flex route by Cornwall Council. ECO4 mandates a "whole-house" approach, meaning installers must improve the EPC by at least 1-2 bands, often combining insulation, ventilation and a heat pump.
