Warm Homes Local Grant
Local authority funding (formerly HUG2) covering insulation, low-carbon heat and solar for off-gas-grid, low-income households.
The Warm Homes Local Grant replaced the Home Upgrade Grant (HUG2) in April 2025. Cornwall Council received around £18m in the 2025-2028 wave, focused on rural off-gas-grid properties heated by oil, LPG, electric storage heaters or solid fuel.
Qualifying households can receive fully funded retrofit including loft insulation, cavity wall insulation, external wall insulation, solar PV, battery storage and an air source heat pump. Income thresholds apply (around £36,000 gross household income, with regional cost-of-living adjustments) and the property must be EPC D, E, F or G with no mains gas connection.
