Article 4 Direction
A local planning measure withdrawing specific permitted development rights from a defined area, requiring full planning permission for works normally exempt.
An Article 4 Direction is issued by a local planning authority to remove specific permitted development rights in a defined area. They are most commonly used to protect Conservation Area character — for example, requiring planning permission for replacement windows, satellite dishes, or front-elevation alterations that would otherwise be PD.
For renewable energy installs in Cornwall, Article 4 Directions are uncommon but do apply in pockets: parts of central St Ives, some Truro central streets, and certain estate-pattern villages. Always check Cornwall Council's online planning constraint mapping before assuming PD applies.
