EPC C 2028
The proposed UK regulation requiring all new private tenancies to achieve EPC band C from April 2028 and all existing tenancies from 2030.
EPC C 2028 refers to the proposed tightening of MEES rules requiring all new private tenancies in England and Wales to achieve at least EPC band C from 1 April 2028, and all existing tenancies (including continuing leases) from 1 April 2030. The legal text was open to consultation through 2025; final regulations are expected late 2026.
Implications for Cornwall landlords are significant. Roughly 60% of the Cornwall private rented stock is currently EPC D or below. The cost cap per property is proposed at £15,000, with exemption available if the cap is reached without achieving C. Landlords should plan upgrades now rather than face a 2028 rush.
