Public Sector Decarbonisation Scheme (PSDS)
A UK government grant programme funding low-carbon heat and energy efficiency upgrades in public sector buildings, administered by Salix Finance.
The Public Sector Decarbonisation Scheme (PSDS) funds heat decarbonisation projects in schools, hospitals, leisure centres, council buildings and other public-sector estates. Phase 4 (2025-2028) has a £1.17bn budget and grants typically cover 50-100% of capital costs for ASHP, GSHP, solar PV and BMS upgrades.
In Cornwall, we have worked on PSDS-funded projects with academies, parish councils and NHS premises. The application is competitive and run via Salix Finance, requiring a heat decarbonisation plan, BREEAM-style metrics, and tendered installer pricing. Lead times from EOI to installation typically run 9-18 months.
