Climate Emergency DPD
Cornwall Council's Development Plan Document (adopted 2023) setting out policies to support net-zero, including stronger backing for renewable energy proposals.
The Cornwall Climate Emergency DPD was adopted in February 2023 as a supplementary planning document underpinning the Cornwall Local Plan. It introduces stronger support for renewable energy, energy storage and low-carbon heating, alongside fabric-first new-build standards exceeding national Building Regulations.
Key policies include: Policy SEC1 supporting renewable electricity generation; Policy SEC2 supporting decentralised energy and storage; Policy SEC3 mandating EV charging infrastructure on new builds; Policy AL1 setting an air-tightness target tighter than national Part L; and Policy ER1 supporting heat networks where viable.
